I was hoping for something that shows IIS integrated with the operating system and ASP.net and includes the Web server engine and the Windows Process Activation Service (WAS). I fixed the issue by: Opening the Task Manager (ctrl+alt+del) Under the Processes tab, End the task of IIS Worker Process (This may now be listed as Microsoft.IIS.Worker.Process or something similar) (You may have to click More details at the bottom if you don't see all of the processes)
